Definition
A NACHA operating rule that governs ACH debit transactions authorized via the internet, requiring originators to use commercially reasonable fraud detection systems to validate account information. CPA firms that collect fees or retainers through online payment portals are considered originators and must comply with account validation and authorization retention requirements. Phase 2 expanded the scope of which transactions and validation methods fall under this standard.
