Definition
A set of IRS rules that protect taxpayers from underpayment penalties if they meet specific payment thresholds during the year. The most common safe harbors require paying either 100% of the prior year's tax liability (or 110% for higher-income taxpayers) or 90% of the current year's actual tax liability.
