What this letter means

The NOA is a bill sent when Massachusetts DOR determines that you owe taxes, as a result of an audit (NIA), a late return, an unpaid return, or an error on a return.

State notices follow their own windows and their own appeal form.

What to do

  1. 1Pay the amount due in full to avoid additional penalties and interest.
  2. 2Or apply for a monthly payment agreement (you must have a Notice of Assessment or Statement of Account to be eligible).
  3. 3Or file an amendment to the return; do not file Form ABT with an amended return, and do not use an amended return to dispute an audit assessment.
  4. 4If you disagree with the assessment, file an appeal (a request for Abatement) as described in DOR's 'File an Appeal or Abatement' FAQ.
  5. 5For questions, send DOR a secure e-message through MassTaxConnect or call the Contact Center at 617-887-6367 during normal business hours.

The Massachusetts DOR page describes two paths, one if you agree with the change and one if you do not. The response form that came with your letter is where you mark which one applies.

If you do nothing

If the NOA is not paid in full by the due date, DOR issues a Statement of Account with a Demand for Payment and a $30 demand penalty; collection (bank levy, wage levy, liens, suspended licenses) can begin if any amount remains unpaid 10 days after the Statement of Account and you have not disputed the assessment by amending or filing for an abatement.

Is this letter real?

Check the notice number against the official Massachusetts DOR site before you respond, and respond only to the address or number printed on the official page.
